This, to me - seems like a really bad move by Google. Even though the ads supposedly will not be advertising on the network itself, I think they are really really putting the cart before the horse.
On the other hand this is probably a move to rope in advertisers to USE Google+.
I am definitely going to run some testing just to see how it looks/converts.
